Where should I go on a surf trip to California?

I got a free roundtrip ticket to anywhere a particular airline flies. They fly to San Diego, Los Angles, and San Francisco. I have limited money and will probably be camping in some way or finding a really cheap hotel. Which location has better surf in a close proximity to the airport. Is it walking distance, or do i need to get a cab.
